Most North Liberty residents will never see the inside of a federal courthouse. But if you do — federal charge, federal civil rights suit, bankruptcy, federal employment claim — your case goes to the Southern District of Iowa, not Cedar Rapids' Northern District. This is the most-confused jurisdictional line in eastern Iowa.

Main courthouse: Des Moines (with a divisional courthouse in Davenport). Some hearings — particularly evidentiary, scheduling, and certain criminal matters — are held in the Iowa City federal building at 123 E Washington Street. Federal bankruptcy filings for North Liberty go to the U.S. Bankruptcy Court, SD-Iowa, at 110 East Court Avenue, Suite 300, Des Moines, IA 50309.

Iowa has two federal districts — and the line matters

Iowa is split between the Northern District of Iowa (headquartered in Cedar Rapids, with Sioux City) and the Southern District of Iowa (headquartered in Des Moines, with Davenport). Johnson County — and therefore North Liberty — is in the Southern District. This trips people up because Cedar Rapids is geographically closer to North Liberty than Des Moines is, and Cedar Rapids is the Northern District seat. Drive time has nothing to do with which district hears your case.

The bankruptcy confusion. If you file Chapter 7 or 13 from North Liberty, your case is filed with the U.S. Bankruptcy Court for the Southern District of Iowa in Des Moines, not the Cedar Rapids Northern District bankruptcy court. Filing in the wrong district will get your petition transferred or dismissed. Confirm with the court or an attorney before filing.

The Iowa City federal building

The federal building at 123 E Washington Street in downtown Iowa City is a historic limestone post-office-and-federal-court structure dating to the early 20th century. It's not the SD-Iowa headquarters, but it hosts some federal court hearings, federal agencies, and on occasion federal magistrate proceedings — particularly when judges or magistrates from the Davenport division are sitting in Iowa City for convenience of parties or witnesses. It's also a short walk from the Johnson County Courthouse. Don't assume your federal hearing is here — check your notice carefully.

Federal judges vs federal magistrates

The federal bench has two tiers in district court:

In SD-Iowa, magistrates frequently handle the early stages of a federal criminal case, including initial appearance and detention hearing — sometimes within hours of arrest. For NL residents arrested federally, expect to be transported to Des Moines or Davenport for proceedings, or in some cases to a hearing held in Iowa City.

Federal Rules — different from Iowa state

Federal court runs on the Federal Rules of Civil Procedure and the Federal Rules of Criminal Procedure, plus local rules of the Southern District of Iowa. The Federal Rules of Evidence apply. These differ in significant ways from Iowa state rules — pleading standards (Twombly/Iqbal), discovery (initial disclosures), summary judgment briefing, sentencing guidelines. A practitioner who lives in Iowa state court will not automatically know federal practice.
